These measures are significant, but they should not automatically be interpreted as preparations for an imminent attack.

There is an important difference between deterrence and aggression.

A government can increase its military capability because it believes that being stronger will discourage an adversary from attacking. It can build defenses, conduct exercises and coordinate with allies without having decided to start a war.

That distinction is essential when interpreting dramatic social-media headlines.

The changing role of alliances

Modern military alliances are rarely as simple as “country A and country B agree to attack country C.”

Countries cooperate for many reasons.

They may share intelligence, conduct joint exercises, protect shipping lanes, coordinate air defenses, exchange military equipment or develop common emergency plans.

Some agreements are explicitly defensive.

Others may allow members to support one another if attacked.

And still others are political partnerships designed to demonstrate unity without creating an automatic obligation to enter a war.
